I wonder if occupying a landmark should be A rank or S rank...

With that being said, I don't expect someone to come up with the perfect mission on on go. Feel free, and please do discuss other people's suggestions, because I'm reading everything and I will take in account multiple suggestions to create a single mission, and I have a few to create xD

The Outskirt Town Hostage "Negotiation".
A Group of Shinobi Criminals have overpowered and taken one of the Towns on the outskirts of the Main Village hostage, people have been tied up or kept in closely watched groups in the bigger houses. The group of shinobi are very dangerous and armed like military, they're threatening the townspeople and requesting certain demands from the Hidden Village. A Small Group of Shinobi have been selected either from the village or hired from outside to work together and infiltrate the Town to dispatch of the Criminals that have taken it as their own. There are various lookouts and buildings to use to ones advantage - HOWEVER because of the risk of killing Hostages and destroying the town the shinobi recruited or hired to help are restricted to using Techniques that are of a large scale a diameter of destruction bigger than 5 meters is prohibited, doesn't necessarily mean the jutsu can't be long range, as long as they are small and can travel at long range then it's fine (Streams are also fine as long as when they impact with something they don't cover a destructive range of 5 meters).

Maybe throw in some NPCs that can be controlled?? That's depending on however your Mission System will work. Just some ideas, I'd love to NPC in missions if it's required.

This has a Two turn cooldown.

A Local Townsguard, free him from the Shinobi that has captured him and he will aid you if you so wish. He can be commanded to go and do jobs on his own or is free to help alongside you. Captured Townsguard would have had his weapons taken away from him so can wield whatever is in his range; he can cover the weapon a coating of A-Rank (30) chakra capable of fighting against elements of B-Rank and below. It remains active until destroyed, if it takes a hit he can regenerate it at the cost of (5) chakra points.

- I could draw up a map of the Town, surrounding areas with a small bit of reconisance knowledge on where a couple of the enemies are stationed. And then whoever is in control of the NPCs would have his own map of where the hostages and enemies would be stationed, so the Players chosen to take the mission would have to use sensory or find it out for themselves.

Just a thought, the actual mission narrative Idea above all the other crap I thought up is free to take - I'm sure you guys have a lovely mission system ;^; I get a bit ahead of myself with this xD

The Northern Mountain Raid
There has been reports of a strange monster that has been taken up residence in the Land of snow, high in the mountains, buried into it's lair. The Monster has been murdering travelers and nearby towns, now the people have had enough and need a group of shinobi that need to work together to take the beast down. The Monster is large and ferocious, it will take a lot to kill it. The Shinobi fighting this beast can use whatever necessary to take it down, there are no limits on jutsu that can only be used a certain number of times (Other restrictions still apply like cooldowns)

Northern Light Dragon
Type : Enemy
Rank : S

Description :
A Wild Albino Dragon, it looks as though it has a frosty texture and glowing green crystals embedded into it's own torso. The Dragon stands on four legs and has giant wings capable of flight; it is huge and is about the size of Two Gamabuntas. It actually lives in the middle of a collection of mountains, using their natural formation as a wall as his resting place is within their boundaries. However it has a number of abilities.

Abilities
  • Whisper of the Northern Lights : F-Rank : The Dragon will roar into the sky and call forth the Northern Lights which ripple throughout the sky. They will rain down upon all Shinobi in an instant like Kirin, killing anyone that has no defences on the spot. Costs all 3 of the Dragon's moves.
    - 5 Turn Cooldown
  • Ice Breath : S-Rank : The Dragon will simply breath out Ice which follows the same rules as Ice KG and spreads it across a long and huge range but only in a single direction; it will freeze anyone caught by it in an icicle. If they remain within the Icicle for a Turn without aid they will die; they also have to skip their turn upon being frozen unless they defend successfully. Everyone within range of this attack will have to defend against it as though they are all being hit by an S-Rank attack.
  • Wings : S-Rank : The Dragon will simply shield itself from attacks with one of it's wings. The wing acts like a Wind Defense.
  • Mountain Quake : A-Rank : The Dragon will stomp it's feat repeatedly, whilst roaring causing the mountains to quake and the snow upon them will avalanche all around, coming in wards bringing anyone on the earth down to the Dragon's feet within the crevice of the mountains. If left undefended the shinobi will suffer damage from the cold but will not die, they will also be slowed so they can only walk - if they go without substantial heat (A-Rank at least) they will die in two turns. If they successfully defend they will not get De-buffed and will remain on their place on the mountain. Whilst the Quake is active, High Concentration and Hand seals are impossible.
  • Icicle Barrage : A-Rank : The Dragon will fire a pin point accurate barrage of Icicles at a single Target; this can be done as a part of another move; they can be fire from any point of the Dragon's Body.
Passives
  • Immune to C-Rank and Below.
  • Being underneath the Dragon will allow it to stomp you with an A-Rank Earth like Force, this does not cost the dragon a move
  • Frosty Aura, Water based attacks are reduced 1-Rank; surroundings are snowy and everyone suffers a decrease in two speed levels
  • Flight

- Going to require a good working team, need Members that focus on Attacking, some that focus on defending the rest. #Tactical Approach
- Someone will control the dragon ofcourse xD
- Everything must be planned out In Character whilst travelling to their destination and before they wake up the Beast
- Maximum of 6 Shinobi to take on the Dragon at a Time.

Escort of the Diplomats
A Group of Shinobi will be recruited or hired to escort a group of powerful people on a Boat Voyage from one end of the world to another. After their discussion with the Kage it's time for them to return to their homeland after making a successful deal; but of course there are those that are opposed to the deal and may take drastic measures to make sure the voyage remains at sea forever. It's your job to protect them on this voyage which has to last at least four pages worth of posts and RP to be successful without any interruptions or deaths of the Diplomats. There are 5 Diplomats, none are allowed to die; if you are attacked the voyage will stop : Posts made once attacked don't count till the attackers are dead or have retreated.

- Again NPC Pirates can be made for these if so wished :D

- Was thinking that once the group makes it to their Mission Destination in whichever landmark it is they make a seperate thread when they're ready to start the thing much like a proper battle, but obviously it's not a 1 on 1; it's a full blown missionw it the mission title as the thread title and Landmark it starts it in. E.g [Land of Claws] Mission Title.

How about canon style missions. Things like escort the bridge builder in the land of water or discover the stone of gelel or defend the land of snow. You could take inspiration from the real missions we have seen in the series for a lot of more simple stuff. Maybe even include structural based missions like when team Minato destroyed a bridge in kakashi gaiden to cut off reinforcements. You could have those missions available in war events to lock landmarks for attackers or defenders maybe. So in a sense you'd be using good writing skills to aid in a war instead of brute fighting. You could use other things from the canon too as a basis like retrieval missions for defectors. Capture missions to promote capturing over killing. Not really got many tangible ideas just kind of conceptualising.

LoK has a breach in his private mutant summonings collection. It appears to be the work of some large organization that wants to control the world's summons. They make away with most of everything, except an orange lizard with a flame on his tail and the ability to use fire jutsu, an aqua turtle with a very hard shell and the ability to use water jutsu, an earthen dinosaur with a bulb containing controllable whips and the ability to use earth jutsu, and a yellow rodent with a lightning bolt tail and the ability to use lightning jutsu. You are allowed, through LoKs good graces, to pick one to assist you on your mission to find our who this organization is, who they are ran by, and anything else you can.

Yeah, so you get it. Pokemans. That's all I got, good luck with all of this lol.

Missions of varying difficulty involving just a single member and, in rare cases I would guess, teams. The missions would need to have clear objectives and completion criteria, but still leave some room for the member to complete it in a fashion that he or she wishes. Depending on whether these will be created in an OPB-style - i.e. whether or not the members taking the missions will act as their own 'narrators' or if there will be other members taking up that role - the missions will also need to be manageable time-wise. The more people to a mission the more likely it is one will go inactive and hold up the mission for everyone else. On that note I would suggest some kind of penalty for inactivity during such missions.
Anyway; short-ish missions with the freedom to choose one's own M.O. and clear objectives... and less battling than usual (I love that).

With narrators (could be NWAs?) you can do mystery-stuff, which would fit the scope of a 'normal' ninja mission canonically: A wealthy merchant has been murdered and there are no leads! A priceless piece of art - or jewelry, or whatever - has been stolen and only you can find the thief! In my opinion; to curb the incentive for members to kill their way out of tough spots you need to create situations where battling does not make sense. In mysteries - whether it be kidnappings, theft, murder, assault, or even a plot like a coup or an assassination - the member will need to interview suspects and find clues. The trick will be to create set-ups where clues can be found dynamically and preferably with the clever use of Nin/Gen/Tai sometimes. Reward smart and outside-of-the-box thinking and people will respond positively.

With or without, but preferably with, a narrator you can do missions that are tailored towards diplomacy. With mysteries the objective is clear, but there are no real 'choices' to make. Either you find the murderer or you don't. Diplomacy-stuff is my favorite kind of stuff because, depending on the designer, the missions can include harsh moral dilemmas and tough choices that could (and should) influence the Ninja World. Maybe your Village has sent you to solve a dispute between two 'Clans' or groups - again, the possibilities are endless, particularly with regards to the nature and scope of the conflict - and the mission objective is to diffuse tensions. Maybe your Village needs the help of a Master Swordsmith, or a band of mercenaries, and it is your job to convince them to help. Diplomacy-oriented missions can have hard, but simple choices; the Master Swordsmith will only help (or so he says) if you kill his nemesis, an innocent civilian. Or maybe the two groups you set out to make peace between try to force you to choose between them, or lose their loyalty. But a good mission can also make choices more subtle, like, say, the two groups have given you an ultimatum; us or them, but you realize that some star-crossed lovers, one from each group, could help make peace.

Keeping missions manageable time-wise is going to be hard, but I would suggest creating missions with multiple parts and then assign narrators, if there are any, to parts where they are needed the most. A mission like finding a Swordsmith (or a Sealing expert, again it can be anything) could be broken up into three parts; finding him in the first place, completing his task or just convincing him to help, and finally bringing him home (all sorts of things can happen to unwary travelers). The first part in this example does not necessarily need a narrator. With 'parts' it becomes easier for all parties to manage their time properly. That's the ballgame in my opinion.

I mentioned it above, but to provide a further incentive to complete these missions you could make changes to the Ninja World depending on the outcome of some high-level missions. Maybe solving the conflict between two feuding families earns their loyalty and puts their 'landmark' under the control of your Village? Maybe bringing a master Sealing expert grants the Village access to some cool tools in the NW? Or maybe by botching some important negotiations and failing the mission you lose your Village control over some area, or cost them some Ryo? A dynamic environment that responds to the members' actions gives an added incentive to take missions; to make change.

Diplomacy and mystery so far, but stuff like that usually takes a while. For shorter missions you could make use of the sea landmarks that have been added. Maybe a ship has crashed and someone needs to dive into the deep to find the treasure/important documents/whatever it carried. Maybe there is more than just small fish waiting for you down there? Or escort missions, where you are charged with protecting an important NPC, like a bridgebuilder (heh) or a wealthy merchant, perhaps even a noble. You could also create assassination/infiltration missions where the member is charged with remaining unseen while completing an objective. Without a narrator I can imagine those missions being a chance for people to stroke their egos a little bit, but perhaps that is not so bad once in a while. You could add a moral dilemma to those missions; maybe you are hired to assassinate a young woman who has done nothing wrong.
Delivery-type quests are also pretty popular in MMOs and RPGs and they, along with gathering-type missions, make for perfect low-level stuff that does not require a narrator to be successful.

I know these are not exactly 'tangible' examples. If there's any interest I could write some up?

I think most of the missions currently are set up to be done without outside help, mostly just the one taking the mission. Atm, I don't believe any group missions have been created yet. NWAs were made to help with events, missions are on a smaller scale that, ideally, the members could do alone. I'll talk to Lili about it and see if she's interested in some group missions that could be added, though I myself would prefer the singular missions that don't require any NWAs to be used

Akatski / mercenary ones i could think of is capturing a jin one of the kage etc or if you wanted to go more complex you could break into a heavily armed and guarded anbu fortress and steal a secret scroll in order to get a perm to something like edo tensei or smon or turn it in for money

Escort of the Diplomats

Hostage "Negotiation"
As a Shinobi you need to exercise stealth, a Coup has been raised within the a small village in the Land of Tea and the leader of that village and his men have been taken hostage inside their mansion. It's up to you to dispatch of their Leader Agakamaru who is holding the Them hostage in the mansion. Once the Tea Leader has been secured your mission is a success and the Mansion can be raided successfully. Restricted to x-rank jutsu and large scale jutsu.

Mining Excavation
Som Valuable Minerals can be found within the Most northern point of the Land of Lightning's borderlands - these Minerals are deep within the 8 level mining system, but there have been collapses blocking off common entrances. You'll have to create a new route, however any powerful jutsu that are used will cause the ground to come crumbling down losing the Minerals indefinitely and killing everyone inside. Collected x amount of (valuable minerals name) and escape the mine! Restricted to x-rank jutsu and large scale jutsu.

A Natural Threat
A Volcano due to erupt has begun the preparation for future destruction, it's up to you Shinobi to create a defence strong enough to withstand the trauma of the Volcanos barrage of flaming rocks and waves of Lava. The Town below needs a defence before they can evacuate. You may not be able to hold of the whole power of the Volcano, but you could subdue it for long enough to allow the Villagers to escape this doomed town! Maybe a short description on how the Volcano acts?
- insert x-amount of turns till the villagers escape?
- insert restrictions on jutsu allowed?

Sabotage a Sabotage
It has been revealed that a Blast User has gone rogue from Iwagakure and has tested out a bomb he has created on one of the bordering villages. It's your job Shinobi to find clues and deduct which Village has the bomb planted within it that borders Iwagakure. So we know that it could be either: Land of Waterfall, Land of Grass, Land of Claw, Land of Fang, Land of Mountain, Land of Bear. Talk to the villagers, find what you can.

Right, ZK's post was wonderful as expected, I've had many ideas in the past that could lend themselves to this system perfectly if people were willing to take the time to create scenarios. I've used very basic examples in the past and will add links and such in this post to give you all a clearer understanding of how I see the mission system being utilised in part. I have a few different versions of similar ideas, each focused around different elements of RP but with the same base foundations. Hopefully I do a good enough job of getting across what I want.

Puzzle Rooms

My first idea would be an extension to something I tried that I used not too long ago. So here all of my posts were detailed descriptions of the environment, I left many doors open on how to proceed with the training and had a different plan set for every decision my student could have made, everything was pre-thought out and had a direct link to the next stage of the training but would cause a different reaction in the story. I set-up scenes reminiscent of those found in the 'Tomb Raider' game series, you have a clear end goal and a clear starting point but everything in between is fairly free for you to decide hat to do, the way you choose to RP the situation effects the environment in different ways and brings forth new challenges that you must overcome before you reach your end goal. Now, with access to all the techniques most of us know then obviously a lot of these situations would be too easily accomplished, but then it's down to the 'narrator' or 'gamemaker' as I'd prefer to put it to think of new and inventive ways to limit the participating RP'er.

This type of mission could be taken up by the kage of one village who sends one representative to take on the RP. If they succeed then their village gains whatever benefit or prize the RP'er collected upon completing the puzzle. They fail, then it gets offered out to the next village and so on and so forth.

Contests.
This is taken from the Training Centre portion of the build-up to any Hunger Games in that series, or from the pokemon games where different moves/abilities have different moods (Cute, Cool, Smart? etc.). We invite 1 or 2 RP'ers from each village to a central location where their is a contest taking place. Depending on the type of contest, Kage may choose to send different members of their villages depending on whom they think will handle the 'style' of contest better. This is good because it still grants the RP'ers a competitive environment, but one in which we use words instead of power.

We have a panel of judges which all score each participant on a scale of 1-10, highest overall score wins, numerous rounds can be used to show off different skills... Maybe villages can send a specialist for each of the rounds and tag in when needed.

Potential contests could include things such as 'Cute Appeal' contest. So participants will be put inside a room of our design and given any number of items and abilities which they are allowed/not allowed to use. They have a single post in order to score the highest cute score they can, they are able to use whichever means they have access too within the set rules and can be as creative as possible.

Same thing with other contest styles. 'Cool', 'Power', 'Terror', etc.

I see this being done with PM's to a head judge in order to prevent any cheating. Each participant has 3 days to message their performance to the head judge who will post them all once he/she has received every participants entry, or the time runs out.
From there the judges vote for round one. Before round two starts and the process starts again.

I also have some nice ideas for prizes on this as each village is taking part. It'd be a village benefits system in which the winner/kage can choose between a defensive or offensive one time use boost for their village in the NW. Defensive boosts would be things such as a 'Help from the Locals' boost which can be placed within a landmark within their own village. The kage picks a landmark, which they tell to a moderator so they cannot change their mind. Then the next time one of their members bios is killed inside that landmark, they are able to bring their second bio into that event in order to keep on fighting. This is a single use item and is only applicable within the selected landmark. I like this idea as it gives some tactical experience to wars that is currently lacking, you can try and bait an opponent into fighting inside your own boosted zone and reap the benefits of that zone should you hit the criteria. Opponents could see you're forcing them into a certain zone and try to counterplay that with different routes.

Offensive boosts could be things such as giving a 'checkpoint' within another villages landmarks. This could grant your village a chakra refill or an extra fight for any members who manage to enter that zone in the event that you choose to activate it. Obviously this would need limitation on the number of times its used etc. But again, it would add some tactics to wars.

This isn't an idea so much as a potential risk/reward idea for potential 2+ player RP adventures. Both participants put something up for grabs, be it a CJ or CE w/e. Winner takes all.

My last idea would be a longer version of the first part of this post and based on those fightting fantasy gamebooks. My father and I used to use them all the time when I was little, he'd sit down with my brother and I and we'd create our characters, rolling die to create our strength, luck, intelligence scores and such before setting off on an adventure which twisted and turned based on the decisions we made, come across a troll in an alley? more luck than strength? You attempt a sneak! It doesn't work! Troll Smash.

This would be a lot of work on the mods part as these adventures are complitcated to make as every decision needs to lead to a new already thought out piece of RP, it needs to be difficult enough but completable. Only thing that puts this into near impossibleness is incorporating it into the Ninja World, with our bios that can perform miracles.

Final Note
If I'm ever allowed to run a Hunger Games event on this RP, I promise it would be brilliant. I have it all in place, all the balancing is done and the pre-planning has been planned. It would rely on the participants being active and would involve fighting at times, but as I said, I have it all down on paper and ready to go. (y) #HedaforGamemaker.

Description: Cultists of Jashin have captured dozens of innocent civilians in the land of the sea keeping them on a remote island they aim to sacrifice them all to summon an unstoppable avatar of Jashin to the world. Your goal in this mission is to rescue as many innocents as possible. Fighting the cultists is pointless due to their nigh on immortality. Instead you or your team should focus on stealth. Using any stealthy means you have rescue as many civilians as possible from the cultists. Bonuses awarded for creative use of stealth based techniques or methods to incapacitate the cultists silently and discreetly.

Just a few ideas drafted from my phone so they're not perfect. Will make more if these are okay. Credits to gecko for the template I used it was a good format.

Village Export (name can be changed, it's crap)

Mission: Take yourself to the borderlands between these two small countries ( I.e Grass and Waterfall Lands) they are fighting for territory that crosses both borders with no clear owner. Both villages provide food and other goods to your Village, if war breaks out between them, it will stop the income of product. Stop the the war peacefully so the exportation to your country can continue. Avoid any casualities amongst them.

Long ago, before structural peace had been established, and the First Shinobi World War raged on with continuity, treason had occurred within Kirigakure. Held within the village's archives, the sacred tablet known as: Tsu no Housoku, or "The Three Laws" had been purloined by well-endowed socialites of the Hidden Mist. The thieves escaped however, ignorant in regard to the tablet's curse..

Many years have passed, and the retrieval of the primeval stone tablet has been issued; reliable sources have credited the tablet's whereabouts. Dissected from one, into three, the pieces of the ancient tablet have laid dormant in the uninhabited spaces within the Land of Water.

The tablet has been split into three individual pieces, each harboring part of Kirigakure's ancient documentary:

❃Star (Intuition)
❃Temperance (Harmony)

Moon Tablet: Cursed with the power to entrap those who come in contact with it; the victim's subconscious is siphoned into the tablet, forcing them to pass one of the many ancient trials instilled by Kirigakure.

Deep down, in everyone's subconscious dark, and malicious thoughts wander. Those thoughts are brought to surface, creating a demon from the darkest depths of one's mind; forcing the victim to fight their inner demons.

Star Tablet: A Kirigakure shinobi is taught to rely on instinct. Intuition is the wisdom formed by instinct; the gift of knowing without reason. The Star Tablet forces one to rely on one's intuition, casting a powerful illusion on those who've come in contact with the ancient doctrine. Through intuition alone, can they escape.

Temperance Tablet: Balance is key. Without harmony, life as we know it wouldn't exist; coexistence must be established: Water. The Temperance Tablet disrupts the very nature of harmony, and balance, cursing any who come in contact with it with a powerful seal, sealing off all methods of jutsu manipulation except the usage of Suiton.

Upon restriction, the tablet constructs two large water elementals symbolizing the disruption of balance - Yin & Yang. These elementals are susceptible to water, symbolizing the disruption in balance. Defeating the two water elementals brings them back together as one, creating harmony once again.

If you were a ninja would you present your own time/life for free?

If I were a ninja, I'd be likely forced to undergo the mission with or without prize, as determined by my Kage and Daimyo.
