This ensures :-We can have two to three contributors for each manga section. They would have the responsibility to make new threads and participate in discussions. At the end of each month, they submit the number of threads and posts made in a one month period in an analysis thread. Based on thier success in encouraging discussion, all contributors get one Month Premium.
The top Contributor of NB (Based on staff observation) will get the member of the month award.
That is a cool idea imo. The role of contributor should rotate between users though so members have something to look forward to and also to ensure fresh ideas can come to surface.This ensures :-
1) Members get prizes for their contribution.
2) Activity increases
It's a win situation for all.
Will it work ? Of course. There's a forum out there which uses such a system. It was so successful that mangas which are not that popular are having lots of discussions.

However, why limit it to only 3 contributors whose task it is to come up with good threads? Wouldn't it be better if everyone was encouraged to make better quality threads? Why not have an award for Manga discussion thread of the week (I know competitions are monthly, but I feel like weekly will help liven this base up more) that was judged on quality, uniqueness and how well thought out it was as well as engagement from the community. Now days we get threads like "Z negs Y" which aren't thought out at all. I remember the days when NK, Derp, Proof and many other members used to post the most detailed theories and debates. Obviously that was back when Naruto was ongoing however, we still have Boruto to debate and theorize about. Although it has started out slowly, it will hopefully pick up soon and ignite quality discussion so awards like so can be feasible. Not to mention there is a tonne of other manga out there still which brings me to how I like how your idea would liven up the other manga sections.
There is still a lot of popular ongoing manga that the Base can capitalize upon. If the other manga discussions become popular on here it will increase activity and bring in new users. *On that note, why not an award for those who can get the most members to join in a month (I know that can be abused, however, it is just an idea for now)*.
However, tbh, it is hard for the other sections to gain much traction since this site is predominately aimed at the Naruto fan base. So more advertising or a bit of re-tweaking of the site's main theme is needed to further encourage fans of other manga to join realistically.

The peasant mods are taking orders to decline all ideas. It's either that or its a game where you find minor bumps in the idea and then close the thread before we find a solution to it.

We can have other categories which will reward those people who participate and encourage discussion other than the contributors. Let's call them distinction members.
For example we can have a
Top Poster category.
Quality Poster category.
etc.
So, the system could be :-
At the end of each month,
The Three Contributors get prizes.
The distinction members who encourage discussions get the bonus awards.
The next round of contributors are chosen from the distinction members.
No, it would be a special position. Whether Zise makes another usergroup to make it distinct depends on him. You can basically think of them as a little above the members as they have a responsibility to keep discussion ongoing.
