Voice hearing power is maybe the key ingredient to reach raftel... Otherwise don't you think...it's 22 years and yet nobody could find it...(except roger crew & WB(not interested but maybe knew the location)
It's absolutely ridiculous that no pirate was strong or worthy enough to get to raftel...till luffy showed up or new generation(supernovas)...
