need i only say...... that striking speed and movement speed beats instant movement, and this manga proves that with the latest speed demons.
-7gated gai moves at ultrasonic speeds moving all his limbs at that speed as well making it hard to react to all his constant movements, appearing to teleport
-bm minato moves at light speed but only instantaneous speeds thru technique not physical limbs and his fastest movements rely on the speed of the kunai so basically hes only as fast as his kunai is in battle and thats for only appearing there!
- sasuke was easily explained his jutsu is more effective in battle then minatos, due to the fact that he can swap place with his kunai before minato even throws it or swap out his opponent to take there own attack on doing the swap instantaneously in light speed but his striking speeds are not amped by theses tecs
-Naruto nearly the same as gai as he can move his body so fast to appear to be teleporting instantaneously.
but i believe that if u can move your legs from point a to c, u can use your fist just as fast and naruto and gai are superior in this field when its raw battle
