lucifer already lives in tsukuyomi world, so unless lucifer solos himself that makes sense, plus creation of all things doesnt really give you any strength advantage, kami could create moons, supreme kais could create universe but they would easily loose to someone like goku or even krillin

lucifer is a demon god, he doesnt use chakra or has chakra points to get mind tricked. also he can use magic to mind trick you instead.

This is actually a really valid point. If I understand you correctly, DBZ characters are part of a completely different universe. "Chakra" and chakra points play no role in it whatsoever as it does in the Narutoverse, therefore genjutsu, which is reliant on altering the flow of chakra of one's opponent, wouldn't even affect someone as lowly as Yamcha.
