1. Black Zetsu
2. Gato and Mizuki (still remember them? lol)
3. Obito, angry drama queen trying to dominate the world just because his (not actually his) girl dies, manipulating Nagato & the entire Akatsuki was seen as a tool
5. Kinkaku & Ginkaku, they have no reason for their crimes whatsoever... they are simply being a hole
5. Hidan and Deidara tie, they are just having fun killing people, with no tragic past revealed whatsoever
6. Orochimaru, cult of personality & experimenting on people... for what? Selfish reason... Though I like this kind of villain
7. Kabuto, basically has no reason to mess up with the world just to "be himself", though I like his story~
8. Danzo, protecting the village in dark way, too many unnecessary actions done (like killing each other in Root to pass a test, really?)
9. Madara, manipulating and treat everyone as tools to be used for his selfish goal... though in his mind it's for the good for the whole world (and infinite tsukoyomi wasn't so bad judging from some character's dreams that Kishi showed, was it?)
10. Sasuke, I put him in the last because of his past so his crimes are "understandable", though there are some unnecessary evil things he shouldn't have done (what he did to Karin & Sakura for example)
Basically those that have no good reasons to commit their crimes will be put on the top, Black Zetsu, Gato and Mizuki are prime example for this, they are simply being jerks. It's about the motive(s) behind their crimes and the impact they have on the world. That's why Kinkaku & Ginkaku and Hidan & Deidara was put below Obito because what triggered Obito to do such world-scale crime is silly, at least in my opinion it is.
EDIT: Konoha villagers that hated Naruto for simply being Jinchuuriki should be put somewehere between Gato and Obito LOL~

I agree with part 1 neji
