"The manga" does not say he is out of chakra. Suckske thinks he is out of chakra. Naruto is still on his hands and knees. Never in the manga has Naruto been out of chakra and still able to get up. He is always nearly comatose when he is out of chakra.

All just a ploy for the finishing move.

So true. Great question tbh.. If Minato was a «normal» shinobi he wouldn't be so powerful or even able to learn Uzumaki forbidden Jutsus just like that..

Lets not forget he protected the village, broke the sharingan control of Obito over Kurama, owned Obito and sealed Kurama inside Naruto.
