Actually no it wasn't. He was constantly spawning flames at where he was looking at until his LoS caught up with Sasuke. Had nothing to do with the flames traveling at all and that doesn't even make sense to begin with.

Clearly he was trying to use Sexy Jutsu. He had to be nerfed, since we all know Kisame wouldn't stand a chance against that.
