My question is, how much faster will BM Naruto be if he wore the green jumpsuit?

Right now, Naruto wears an undershirt, another shirt, a jacket and sweat pants. Those seem pretty heavy compared to the green jumpsuit. xd

I don't believe his speed wouldn't increase much. The friction and air resistance change would be very little to see any big increase.
