it was blatantly clear that people overreacted and misunderstood Naruto's reaction speed with the basic body flicker speed/speed blitz called it whatever you want.

Itachi was well known for his supreme taijutsu, and clearly he could read Naruto's movements through his sharringan with ease

It's safety to say that Itachi is not the only one that can keep on his speed,
Sasuke already did prove himself in the Hebi times and now,

They were looking at incoming tbbs. They knew naruto was like 30 meters away, and its too great distance for shunshin, thus didnt even dream of it. Naruto entered BM and dumped huge load of chakra that left a yellow trail behind.
They commented on his speed and the yellow trail makes it yellow flash litterally. Think of it as a tracing bullet.

Indeed, it's something temporarily, once upon a time not constantly, similar to any body flicker out there, it's just the flash making it cooler, nothing like the teleportation, if anything Madara and Obito would be dead by now of that "god tier speed" Lol
