To be honest Naruto was mentally challenged until shippuden. He mostly got by using his will and the fox. Every now and then he had a decent idea. It's in Shippuden when we actually saw Naruto using his brain like testing an opponents abilities with his clones first and coming up with clone tricks like he did against Kakuzu & Pein.
He especially proved himself when he had intel on his enemy. Like when he figured out how to beat a stronger opponent like Raikage. Against the peins he used frog katas and let them absorb natural energy to kill them. Naruto isn't retarded anymore.

In regards to the supposed prodigy Sasuke, his intelligence is only .5 above Naruto's 3/5, which I find amusing for some reason.
Anywho, Naruto's intelligence has always been in the form of unpredictability and quick thinking. He rarely has/has to go through a detailed analysis and scenario prediction. Kakashi believes this to be because of his past as a prankster, which is hard to argue considering some of the well placed misdirection that has fooled even S-rank shinobi like Pain and Kakazu, which I think culminated in how he overcame the "strongest shield" of the 3rd Raikage.

in naruto he wont smart but his smarter now his smater then sukura when it comes to strategy in fighting and ino and choji and rock lee but not shikamaru his not dumb his just gullible and he aint as dumb and childish as what he was in naruto his acts a bit more grown up in shippuden

I think it's that he's more clever than most when concerning his clonez, he doesn't really outsmart ppl as much as he tricks them, but one thing is certain, ppl do think he's dumber than what he is, and He gets knowledge ion his opponents with each clone they kill, and uses tranformation jutsu with them very well, like when he turned all those clonez into debris around pein
