I don't think so. Like to activate Rinnegan , you must have Ashura + Indra, some common requirement must be there for activating TSBs as well. Bijju chakra should not be an essential requirement otherwise Hamura and Toneri won't have it. Tenseigan cannot be an essential requirement otherwise Naruto and Rikuodou won't have it. I myself am.not sure about the requirements but think that Otsutsuki chakra + strong body is required.

Here is how I like to look at it: so imagine Naruto not having any KCM at all. And he is in base form but activates his rikudo power up. I think that would make his eyes appear the way they do(because he comes out of obito's dimension with the power he received active. Then by taking it to the next level he can make the truth seeking balls appear. The orange cloak comes from Yin Kurama, which essentially makes himself infinitely OP. He no longer glows the way he did previously before he received his powers, because the KCM/BM is surpressed and enhanced by the six path power he gained. Basically what I am trying to say is, all he gained from hagaromo is the ability to use the TSB, and a different sage mode. Then everything else naruto has (9 tailed beasts + one full half of kurama/KCM) is added to his rikudo gift. Boom.

They were 'special' is not sufficient. Exactly which 'special' trait allowed them TSB access is the question.

Toneri's case is exception as he is movie char created only for a semi filler movie and won't be getting mentioned in any of canon work ever again

Basically the Last has created a shit load of plot holes. I believe posts have been made multiple times about how Kishimoto rewrote the story himself which makes it canon(there is also a video I believe). So even if I want to, I can't consider it filler. It has created the following inconsistencies/controversies at least:-

1) Salad's birth:- Sakura being pregnant in the latest scans and Naruo being Hokage totally contradicts the timeline at the end of the last where Naruto is not Hokage and Bolt is 4-6 years old.
2) TSBs :- Toneri does not have Six Path Senjutsu. yet has TSBs
3) Wind attack/ Kurama paw :- So if Naruto can now channel a part of Kurama chakra in only his hand in base, that attack can be Kurama's paw. However he has shown this ability only in the Last. So if I disregard the Last, it further complicates the issue.
4) Genjutsu :- Naruto falls to a pansy Genjutsu yet Rinnegan Sasuke does not use Genjutsu on him to make a finishing move. ( I don't believe in plot nerfs, the difference of potryal bugs me, where in VOTE 2 the portrayal is that Genjutsu can be broken by Perfect Jins and something else is potrayed in the Last). They did this to give Naruto - Hinata special moments, however they messed up with other things in the process.

Frankly I would have preferred to disregard the Last as a filler to minimize plot holes but the Kishi says that he rewrote the story himself. Smh

Go check it again kishi made minor changes in the story multiple times he did not rewrote it.
Also the move connects to plot as much as possible not completely
Also if I remember correctly Boruto movie is the first and only movie with kishi as writer said by kishi himself

Naruto has RSM, but I don't agree with the dissimilarity you've derived.

Firstly, Six Paths Sage Mode (RSM) = Sage Mode + Tailed Beast Mode + Six Paths chakra

So the first two are incorrect. Sage Mode + Six Paths chakra is not RSM. It includes Tailed Beast Mode as well, and because of that Six Paths Sage Mode + Tailed Beast Mode is also incorrect. And apparently, the last one is also incorrect based on that.
