So I was thinking last night, "You know, Naruto is technically still a genin. Why hasn't tsunade promoted him yet, like shikamaru?" Any ideas?

Because main characters dont need any rank. They have plot no jutsu and it's superior to anyone or anything else. That's all.

Shikamaru didn't win, the hokage decides whether you pass and make chunin but you jave to actually be in the exams to have opportunity

you don't need to pass, you need to impress on the jounins/daimyos etc (forgot who exactly), that you're leader material. shikamaru did, naruto, neji, sasuke etc did not, even though they were far stronger than shikamaru even then.

In the new ova naruto still didnt pass the chunin exam..but that doesnt count he can do that any time so I think after the war he will be promoted as a war hero or something and will be hokage nominate no 1
