Actually the villages would never break up the alliance and all shinobies are united against Sasuke.They may live in turmoil,but there is peace maintained,and I doubt Sasuke who would control the villages in the shadows cannot stop chaos with his rinnegan and the bijuus that were captured.

Hah. Do not make me laugh. Such power would corrupt him in one year. There would be revolution against him because many people would rather die then live under oppression. If there was such easy method for peace we would already had it here. Society evolve everyday and people little by little realize that war is terrible. You cannot force it, it would only made it worse. With grow of technology people will slowly throw away religion and states will stop being important. Because when they realize how ****ing big is universe and how small they are things like war will stop making sense. So Naruto is doing it right. Try to show people that there is better way, that trying for betterment of mankind is everyones job.
