I think it will be water probably inherited from his mum being that the Uzumaki's are from the land of whirlpools at least I think they hold an affiliation to water. The next one after that will be fire through Kurama's fire affiliation.

I say water because hes an Uzumaki wich is from the wirlpool village and a wirpool is formed using wind and water, he already has wind. Add rasengan to that and you get a wirlpool rasengan wich would be pretty sick.
