I think kishi realized it was kinda impossible to fully end hatred. The only way would be infinite tsukuyomi and it was a cheap way. So kishi made that cycle of hatred between the brothers, so naruto did actually end a cycle of hatred by fighting sasuke and resolving everything thus fully making the brothers at peace.
