Since he was a child, Naruto had an obsession with Sauce, we all know this.
He even loved the girl that liked Sasuke simply because she liked him (even though that makes literally zero sense because then he would like every single girl that liked Sasuke.)
Naruto wanted to be Sauce, because he was just that cool.
He had a seizure for Sauce, and he would think of him in the shower/bath house.
These are all facts.
So as you can see, Naruto has always had an obsession with Sasuke.
Now, what do Hinata and Sasuke have in common? They're both quiet, they both wear similar color clothing, they both have eye powers, and they both have blueish hair.
So, my theory is that Naruto is simply fulfilling his obsession by using Hinata as a filler for Sauce. He knows that he will never be able to get Sauce, so he is settling for the next best thing, like every girl that ever liked Sauce.
This is further supported by the fact that Hinata had her hair cut. Why would she cut her hair? Because Naruto wanted her to look even more like Sauce.
Kishi has done this because Naruto cannot express his true feelings due to being in a place where no gays exist, and because he know that Sasuke isn't gay. He has even allowed this to be expressed in fillers, where Naruto literally becomes Sasuke.
