I know Itachi was generally super fast at jutsu, he was so advanced at some jutsu that he didn't even need to form handseals, but I am talking about the speed at which both of them produce a Kage Bunshin.

i give it to itachi.. naruto producing bunshin looks fast becoz he makes distractions.. he caught his oppent off guard

Kakashi with his sharingan eye couldn't see them either. So he is by far the fastest person to use hand seals.
