Itachi is the pinacle of shinobi even as a normal nin without arsepullitis power ups he is the best. Look at his age too yet so brilliant. Even the Orochimaru knew his place. Itachi had to be weakened if not for his weakness the nv would have gt solo'd to the nth degree.

Shisui's ability is above that he doesn't need it. He alters your memories and implants memories and false impulses. It's so strong it can even undo edo Control.

I believe Shisui has a stronger version of Tsukuyomi (Koto Amatsukami). He is the Genjutsu master after all and the one who granted his power to Itachi.
