false, even back in the first season it was shown that naruto (simply because of his massive chakra reserves) could do what most ninja couldnt, namingly alter the ratio of chakra he put into different clones. There are several instances where 20 clones get swatted into smoke and yet another confirmed clone was able to duke it out with said enemy for awhile so naruto could figure a plan. That said, the clones in the instance reffered to by OP where probably all equal because naruto had no advance way of knowing the best way to spread his chakra so for this time he probably split an equal amount of his chakra among them.
