Naruto's characterization based around Jiraiya, Minato, or Rikudo?

Is Kishi trying to base Naruto on Jiraiya, Minato, or Rikudo?

When he got SM it indicated he was the next Jiraiya.
When he met Minato it indicated he was heading towards his character more.
When he got Kyubi-Mode it indicated he was the next Rikudo.
