Naruto's the strongest genin yet. =D

By skill naruto is not a genin, he has even surpassed kage rank. More like a sage. But by tests and exams he is still a genin since he hadn't passed it yet. Simple as that

Yes I do not like the fact that he is still a Genin. And Naruto has intellect, because he completed the rasengan in the next level. And the mastered the Seni Modo better than his master. But the fact that he chased Sasuke so long proved that he can not be Hokage, because as Hokage (leader) he must think first about the safety of the Village.
It is nonsense some one how mastered a technique, those Genies like Kakashi weren't able to mastered and his master also failed. And also his father Minato. He posses intellect otherwise he have not mastered these techniques.
