You do know that Neji haven't seen Naruto since part 1 at that point? So Neji is comparing 13 yr old Naruto to 30% Kisame chakra reserve. Kakashi from Pein arc has about 3x the reserve of part 1 Kakashi yet Naruto was said to have 4x chakra than Kakashi as others pointed out and this is only 16 yr old Naruto, think of how much current Naruto has, it will no doubt be higher than Kisame and probably Nagato's thanks to Hashirama cells also boosting stamina.

Hashirama thought it was Naruto's chakra that he was passing out to the shinobi alliance, but then realized it was all Kurama's chakra.

But later on Kakashi said Naruto's chakra was in the chakra cloaks, otherwise he wouldn't be able to Ninshuu the whole SA. He's Ashura's incarnate so he should have 20-30 times more chakra without Kurama and +10 000 times more with BSM since he gave 10 000 shinobi a chakra cloak
