They are one now, which is the reason why this Bijuu Mode is stronger than Kurama alone. There is such a thing as sharing powers between the host and the beast, an example would be the the Four-Tails jinchuuriki. Even though he wasn't a perfect host Roshi was able to use Lava Release because Son Goku had both "Earth" and "Fire" elements. If Roshi can do that what makes you think a perfect host can't combine their abilities to increase their power?
