Its on the same page as Naruto the process of boiling was happening the 5 tails nearly mentioned that he will now go all the way with naruto's chakra.

Look at Naruto face in the middle panel in all 4 corners of the panel and you will see steam.

I'm not sure, but what I do know that it must be explained in due time. Though, it feels as though it wouldn't make sense if it was because of the weather, unless it was highly intense cold to make your skin chip off.

It's not steam, its from the ice attack that kaguya used on him. I am sure Its frost
