You can say Tobi, The Masked Man, is the main antagonist of the Naruto series.

He is hidden, and not mentioned by or noticed - complete opposite to the main character Naruto.

He was the main reason the Nine-tails got sealed into Naruto and so starts the whole Naruto canon.

We see Naruto as bright, confident, and open - while Tobi is unnoticed, somber, and mysterious.

Sasuke may seem "cooler" than Naruto, and may suggest that he is Naruto's contemporary - but Tobi seems to embody the hidden story, the main plot behind the tale of Naruto. He calls himself "nobody", and believes that all past, future existences will prove irrelevant - and uses that as his justification of his past-current actions.

In that sense, Naruto represents what is known, since the anime/manga details his story - while Tobi, The Masked Man, symbolises the unknown - the ones that were left behind and forgotten through time, the untold story.

So Tobi is just as important as Naruto is to the story - not in terms of plot, but in meaning.
