No, such a thing is not against the rules, however, making threads in the wrong section is.
Though it was an admin that deleted the thread, it was almost surely for that very reason. Certainly, ending your original post with "Lord Itachi Solos" likely attributed to the situation, as it made it out to be a vs thread. Whether or not it was your intention, it was perceived as being a vs thread and was promptly treated as spam for being in the wrong Naruto section.
Next time, please approach a staff member whom happens to have jurisdiction over that given section, via VM/PM.
