That's like calling a magician or summoner weak because they're mortals who can summon avalanches or demons.
They are weak. They can't do anything but call for help. Summoning jutsus are literally just cries for help. Period.
There's no difference between having a teammate jump in to help you from 20 feet away and summoning that same teammate to help you from miles away.
Summoning requires chakra, and a lot of it for that matter.
In regards of other series, Contracts aren't just "Show up when I need you" it costs something. Most of the time something that outweighs the benefits.
There is a difference, in this scenario, Gamabunta is Naruto's summon contracted by a blood seal. Where Gamabunta resides isn't miles away.
If Udon made a sealing contract and actually had enough chakra to summon Naruto then how is he not powerful? Especially when Naruto can imbue him with Bijuu Levels of chakra and abilities.
You're also assuming Naruto runs away and lets Gamabunta fight for him. Gamabunta's presence alone would make Sasuke wary and put him in a disadvantage to begin with. Something he could probably achieve by using a clone to pretend he summoned him.
I mean it's gonna be hard to fight when your opponent just summoned a giant toad that isn't moving an inch while you're fighting your main opponent.

It isn't calling for help when you're forcibly summoning someone to fight for you.
The costs are important. Pooling your resources to summon a powerful entity is making themselves strong.
You'd have to get through their familiar before you get to them.
Literally no summon outside of Edo Tensei forces the summoned person or creature to fight.
Gamabunta refused to fight multiple times. Hell, they don't even have to show up if they don't want to.
It is 100% a matter of loyalty. You're trying to compare summoning an ally to Edo Tensei or the Puppet Master Jutsu.
