Taking away his eyes abilitys would be like taking away Naruto's mass amounts of chakra.

So Naruto would win this; evil tho Sasuke would posibally have that Sasano ability ...

We seen Sasuke battling without his eyes often in the Chunien exams; with those tactical wires; Naruto had not so much tactical ability... So this all depends on if:

A. Sasuke has Sasano ability without access to eyes, and...

B. Naruto has access to sage mode.

Since sage mode was not mentioned in said title--Naruto.
