I think Kishimoto wanted to make the character to make a ninja who's both extraordinarily strong yet funny and well-liked by readers, so nah.

Without the editors, Kishimoto could fulfill all the Itachi hype that the editors refused to pass for the sake of giving everyone else "character development".

It would follow Itachi's road to soloing the entire NV. No restrictions.
