No. Sasuke is the only one who came close to Hagoromo's level with Rinnegan.

I'm talking about Rinnegan, he'll never be able to use dojutsu on Sasuke's level it's like saying Sasuke can use RSM on Naruto's level.

Well he is already currently the most powerful being alive bar Himawari.

Maybe he would actually utilize all of the paths. Now let's say the author removes the restrictions off of Naruto and takes advantage of his Comprehension of All Things. He'd quickly grasp the mechanics of the Rinnegan and truly use it to its full potential.

He'd just be more powerful than he already is. In fact he is so powerful he doesn't really need it, though t'd just be another buff.

Did naruto ever get to use it? Im not saying he would use it better but he has a damn good shot considering he has the senjutsu of the 6 paths but since it would be a new power to him he'd never be as good as a born dojutsu user

If you asking how powerful he would be in terms of every other ninja out there, he'd be the new God level. No one could see him period that we know of.

If you purely asking where his proficiency with Rinnegan would rank with other Rinnegan users, he'd probably be anywhere from 4rd-6th behind Hago, and Sasuke and Madara, for sure due their bloodlines and fighting styles being more tailored for dojutsu and already God level proficiency with it. There's a VERY SLIM chance he could get to Obito's or Nagato's level, Obito being very unlikely and Nagato being quite debatable, as it will likely come down to how comfortably Naruto's experience with sensory translates to a successful incorporation of dojutsu strategy in his fighting style.
