It would've been werid to give him the rinnegan without an EMS, so it makes more sense that sasuke got it. But at this point, it seems Naruto is way stronger than Sasuke, he has 7 chakra balls, so he can perform 7 simulataneous nuclear sized explosions at once. That is more than the rinnegan can handle
