Sasuke represents the Elder son of the sage, so he'll awake the Rennigan somehow, and Naruto represents the Youngest son, so he

Sasuke can't get the rinnegan he has no Senju DNA.

Madura only got the rinnegan because he fused himself with Hashirama. The only reason Nagato was able to be transferred the rinnegan is because he had Senju DNA. Same with Obito, because he had Uchiha. The only way Sasuke will get the rinnegan is if somebody transfers there's to him, and I doubt that'll happen.
