Raikage does not have the fastest base speed. Base speed means he's not using any chakra to enhance himself. Lightning Armor is chakra-consuming. The fastest base speed would probably be Sasuke. However, Minato is still the fastest ninja to date, whether or not you like how he's fast doesn't matter.

Teleportation is still speed, Minato is the fastest. Foot speed we can not judge because we have not actually seen him full sprinting. Logically speaking Minato is more than likely faster then A at this too. His reflexes are much faster, which would help in a foot race.
probably he should have learned it before fighting obito because it is a way to escape his S/T,even with his speed obito, madara and itachi followed naruto's movements with no problems,people who say otherwise didn't read the manga clearly.
it's possible that ftg is "that jutsu" that Jiraya was talking about

it's clear from the manga that is a jutsu that he needed kurama's chakra to use it.
and we saw actually his 3bodyguards using it together,which means ftg requires high chakra levels,so maybe the forth wanted naruto to control kurama's chakra in order to use ftg against obito,yet he didn't show it until now,maybe because he didn't train enough,infact it's his first day using this power.
