This. It's like when someone is dying and get all these fleeting memories- doesn't mean they're resisting death, they're just thinking and going at the same time
There is a significant difference in hinata's case and the rest.
I will explain :
(i will provide manga scans for each case if you insist)
1. How do we know someone is under the effect of IT?
We observe a rinnegan in their eyes which suggests they are under IT.
Now, when they are under IT, they lose their consciousness and get under genjutsu and get disconnected with the real world.
The rinnegan eye was shown in Hinata's eyes, which suggests she should have been under IT BUT she still had her consciousness with her even after the appearance of rinnegan eyes in her eyes.
This suggests she showed some resistance towards IT but she could not hold it for longer than few seconds.
Now, read this one carefully ,
Hinata was able to think " i can't move" even after rinnegan eye was shown in her eyes. Which means even after the IT was cast on her, she was still in the real world and she still had her consciousness. But few seconds later she also fell for IT and her conscious went into genjutsu world.
So she did resisted IT but only for few seconds.
If you still disagree, we can take this discussion even further.
