The majority of the japanese world is run by men. Women are objectified all the time and demeaned as second class citizens. Not that its okay for that kinda behavior but that is what I see from their culture. Thus manga will always have these kind of naked scenes. In fact America is, I think, the only real nation that censors explicit content. In Mexico you can actually see the person dead in the news. All blood and gore of it. While America shows a white blanket over a dead body.

Anyways, if you don't want to see it don't read/watch it. There is nothing we can do to change that ol' pervs mind (Kishi).

His Sexy Jutsu isn't even censored by clouds in the manga, they use convenient censorship instead. Though, I think there's a slight nipple-slip in the first couple of chapters of Naruto, if you look carefully enough.

The point is, Naruto isn't going to be banned just because part of a breast was shown, they've been doing it in a subtle manner for a long time.

There is nothing wrong is showing a little bit of nudity.

Half of Halibel's boobs we sticking out in the manga and Kubo didn't have any problems.

They'll just cover it up in the anime
