Naruto was always nerfed

I mean every time he faced Sasuke he had to be nerfed.

During the Vote he was running and fighting for couple of days, then going against kimimaro. He took a fresh, upgraded Sasuke to his limit. He Could have defeated Sasuke by summoning Gamabunta, but plot required Sasuke to leave the village, so Naruto had to lose.

In Orochimaru's hideout he was fighting Orochimaru and Kabuto previously. He was damaged by Kurama's chakra, and had no intention to fight.

The last battle Naruto still didn't have the intention to kill. Sasuke had the killing intent from the very beginning, but Naruto held back, hoping to only save his friend from darkness, and keeping the damage minimal.

Naruto was nerfed every time he faced Sasuke.
