Really?? It's obvious that Naruto will end up the strongest in the manga. But let me tell you that Naruto has never been better because if he was better. He would of defeated Sasuke and let me tell you that he never defeated him in battle. The rooftop battle didn't have a winner. I doubt Naruto was going to win, because the whole wind>lightning thing is BS. If it was why didn't it go through Chidori, when they fought in the Final Valley? That match would of been at best a draw, unless Naruto went tails mode on Sasuke.

Some bits in part 1 (before Sasuke left Konoha), yes. However from the Sasuke retrieval arc up to the end of the Hunt For Itachi arc, Sasuke was meant to be stronger;he was more grown up than Naruto thus the difference showed in their power.

From the Sage Mode Naruto days, Naruto became stronger than Sasuke. Not till Sasuke got the 4th level of Susanoo, there they became equals.

Now it is unknown where they stand. At the moment it seems Naruto is superior by far; then again we've not seen EMS in action. You can then argue that we have not seen 'that jutsu' in action.
