We wouldn't know about Kakashi, Gai, Asuma, Kurenai, Neji, Hiashi, Yamato, etc. if the story wasn't taking place in Konoha. These characters aren't fodder. But because the story isn't taking place in Suna then we only know the kazekage (who attacked the leaf and became friends with the main character) and his siblings (who aided in the attack). We don't know anything else about the shinobi there because they aren't really the focus. So to say who can't he solo would require that we knew who else was in the village. So the question is in itself flawed. Defeating Gaara is no small task anyway especially not in Suna. He has all the sand there at his disposal. His sand is extremely quick even blocking A's attack. Then we have support ninja such as Kankuro who is known for using poison bombs and we have Temari who was the widest range of wind techs so far. I'm sure they would have more than two jonnin level shinobi.
I would also like to point out that Naruto didn't solo Nagato. He had help from Konohamaru, Kakashi, Ebisu, Chouza, Choji, the Aburame clan, the Inuzuka clan, Inoichi, Katsuyu, Baki, Kurama(Naruto wasn't using him if you remember correctly this was during the time he was trying not to use the Kyuubi), Hinata. Pain was already in a weakened state and expended a lot of chakra before Naruto had fought him in the first place.
Not all fodders, they do have Kankuro.
But yeah, Naruto could solo
