Naruto vs sauske vs shinobi

Naruto manga has emphasized always about team work of shinobi than individual fights. I believe this is what is going on even now. 1 or 2 enemy against many shinobis. Considering this most shinobis are now literally audience. Only few are getting power ups and showing of skills. I would like this thread to be of a discussion of possible climax. This is not a versus thread.

Do you think naruto is the strongest person out there now?
Will Sauske receive another power up?
Will naruto receive another power up?
Will their be any sacrifice at the end?
What happened to the kages,orochimaru and kakashi?
