who's the better strategist?

strategy is the planning part. Tactics are learned skills that are used as part of a plan in order to achieve the strategic goal.

based off this definition imo Sasuke is, he always plans ahead and has a plan B

what do you think?

Well based on the part when Naruto was on the tolet and beat up sasuke I would say he is the better strategist.

it wouldn't be sasuke vs Naruto but sasuke vs kurama if we are talking about strategy , we all saw how kurama was coaching Naruto during the war and fight( Naruto prolly came up with all the clone tactics tho).

Strategies change when in contact with the enemy. I prefer Naruto adapt and go with the flow attitude in battle.

Naruto.

His sexy jutsu strategy against adults is amazing.

He defeated Hiruzen with it .

Sasuke has better plans and implementation of them, but Naruto is better at creating stuff on the fly

It depends.

I really loved how Naruto defeated Kakuzu with his own strategy. But again Sasuke has proved to be good at strategy and analysis at times.

strategist
noun
1. a person skilled in planning action or policy, especially in war or
politics.

Sasuke is obviously better at planning an action amid, or prior to a battle. He laid out several plans against Madara and Kaguya, with Naruto coming as the second fiddle. It was his move that enabled Boruto to defeat Momoshiki.

Besides that, there are acknowledgement(s) given by characters in the Manga in support of Sasuke superior strategic planning.

Madara literally stated Sasuke is better at that.

Naruto knows when Sasuke lays out a plan, he can't help but obey, because, of course, he's better when it comes to strategic planning.

Nothing but facts.

OT: Sasuke, Naruto isn't a stratefy type person he may pull odd miracle here and there bit that's about it.

Sasuke:

Creates strategies based on how the fight plays out, he thinks ahead

Naruto:

Creates strategies based on the flow of the fight, he thinks spontaneously.

Overall I think Sasuke has been a better strategist on paper, while Naruto is known more as a 'wildcard'.

Just want to point out that Sasuke's analysis was spot on because he could see Limbo. And when did Sasuke make plans that were effective against Kaguya? It was Naruto's and Kakashi plans that were effective iirc.

So I think they are both top in their own right. Sasuke still better for me.

But Naruto is more of a spontaneous strategist. In tons of his fights you get the feeling he made his winning plan just before executing it. So right at the end.

Sasuke takes it all in. The second the battle starts he is analysing the opponent and making up a plan to win.

Naruto, by far. Even as kids, remember how he beat neji and how Genma comments on it. Thing is,we're comparing an overall genius like Sasuke (which would mean that he is, at the very least, good with strategies) to a battle-smart character like Naruto (again, another example, is how he picked up on the Senjutsu against Obito, and Tobirama also commented on it). On the other hand, Sasuke was manhandled by someone like Bee for example (and twice), and would be seriously dead if it wasn't for his team.

If you mean who's the better strategist from the get-go, then probably Sasuke. But as the fight goes on, Naruto is better at adapting and overcoming difficulties.
