An excelling athlete doesen't need a trainers help as much as a failing one. Obviously Hago favored nuggets since he wasn't nearly as good as Sasuke, and Hago knew this.

I thought he favored Indra first since he called Ashura the no good brother. He later saw potential in Ashura's path so gave Ashura the position of successor. It was never about who was the favorite because the Sage actually want Indra to have a part in it as well by assisting his brother.

Currently though, I would say that he likes Naruto more.
