at the moment. Naruto has his Bijuu mode, Kyuubi Chakra Mode, Senjutsu, et cetera. Sasuke does have the EMS and Susano'o and Yasaka magatama, but we haven't seen his fully amplified powers, but he seemed to struggle against Kabuto despite his brother doing most of the work. What do you guys think? Do you think he'll need to achieve the

Currently Sasuke is weaker than Naruto. However, they should be pretty much equal when Sasuke will master his EMS. Rinnegan isnt needed, unless Naruto will combine BM with SM.

sasuke just need a PS remember he also got blaze release EMS just needed to awaken PS and rinnegan requires senju dna plus near death experiance so i dont beleive sasuke can get it at this movement

Naruto has gained 2 power-ups ( KCM & TBM) Maybe due another 1 if other half of Kurama chakra returns
