Meaning he was superior. Naruto getting stronger than him is part of what drove him to Orochimaru, since he knew that if he couldn't beat Naruto he stood no chance against Itachi.

Kakashi had concern because the rasengan is a powerful jutsu and it could easily harm and kill others. Jiraiya went on to tell Kakashi that the chidori is too powerful to teach Sasuke as well.

Rasengan VS chidori clashes always result in a stalemate. The rasengan did more damage to the container because the raseangan does blunt and grinding type of damage whereas chidori is a piercing type of attack so they deal different types of damage but overall, the attacks are of the same level of strength. If this fight goes on to become rasengan VS chidori, Naruto will win as he'll outlast Sasuke but in a fight where both Naruto and Sasuke do their own thing, I say Sasuke wins mid-high difficulty. He is superior to Naruto as a shinobi.

Sasuke was driven to Orochimaru for a variety of reasons. These include the fact that Itachi stomped Sasuke without breaking a sweat. Sasuke also saw Naruto fight toe to toe with Gaara but at that point in time, Sasuke had already depleted his chakra reserves and Naruto had access to the Kyubbi chakra to summon Bunta. Sasuke didn't want Naruto to be on his level and knew that Naruto had the power to match Sasuke so Sasuke was angered at the fact that someone like Naruto could become as powerful as himself.
