we have no idea what their power-ups will be in Naruto vs. Sasuke comes around. That being said. Naruto will win.
1. It's Naruto's dream from the start to be Hokage and to make Sasuke acknowledge him
2. Sasuke needs to overcome the curse of hatred. This cannot be done by making him Hokage. This cannot be done by having him win. Sasuke needs to lose and then he needs to overcome his hatred. He needs to surpass Madara by coming back the village and accepting the fact that no one wants him as Hokage. He needs to surpass Danzo by accepting Naruto as Hokage without regret and working him, instead of against him. He needs to surpass his father by supporting Naruto as Hokage. I personally see their battle ending with Naruto offering his hand to Sasuke and refusing to leave until Sasuke takes it, and Sasuke eventually taking it.
