The village doesn't acknowledge Sasuke, they acknowledge Naruto and consider him a hero.....and after all he's done, it makes sense that he will be the Hokage, not Sasuke.

By becoming Hokage, he can unify the shinobi world. I doubt that the other villages would make allegiance to Sasuke so easily.
