I felt like giving Naruto less than a 6 in Ninjutsu but he has all the Bijuu in him so that should give him even more stupid rasengan variants.
Naruto gets a 1 in genjutsu because he doesn't know any, frog song isn't his technique either.
Naruto and Sasuke both get 10 in chakra quality because they both have the Sage's chakra.

The rest is quite obvious if you ask me.
