Naruto worked more hard he learned how to control the nine tails and is currently on of the most powerful shinobi

Lee was born with nothing, unlike Naruto who had both a working chakra network and the kyuubi.

Right now his taijutsu is so great that he could probably take on even Kage level shinobi. Not saying that he would win against any kage or anything, but, he can do this with only taijutsu which is quite an impressive feat.

Rock lee has to work the hardest ,he doesn't have the kyubi , neither has ninjutsu. He also trains in a different way than naruto does, the only aspects Lee can train are speed , stamina and strenght as well as taijutsu.
