if we're talking about the manga (the quality of the story and how it's progressing), i'd say One Piece. Naruto is getting boring by the chapter.

but if we're talking about the main character's strenght, i think Naruto is a lot stronger simply because of the Nine-tails.

Ruffy, with Haki (Mantora) he can easily dodge the Kyuubis attack, with gumo gumo no gatling he can beat every bunshin of Naruto, he has gear 3+the Gear 3 with Haki (when he fought the octupus on the way to Fishman Island), Gear 2 and Kyuubi mode's speed are similar, if not I'd say naruto is faster, but in the end Ruffy would win.
