I'm pretty sure that luffy can't take a rasenshuriken, as his weakness is cutting attacks, and rasenshuriken is the strongest cutting attack in naruto.

I'd say naruto if speed is equalized because I don't know where one-piece chars rank in speed compared to naruto chars.

Of couse Luffy will be seriously hurt by Rasenshuriken. It's just that charging it up and throwing it takes a lot of time, so unless Luffy is gonna just stand there like an idiot Rasenshuriken will not hit him.

naruto has 12 km clones surrounding luffy, all going flash speed(not visible) while some attack the others will observe while in motion. attacking ones use rasenshuriken and all sorts , standby ones wait for luffy to be either airborn or distracted and the clones will attack one by one until a hit is established or his hardening runs out, or naruto can do the ninja thing and slip an explosive tag on his back when luffy isnt on guard, narutos a tactician after all. dont forget narutos summoning jutsus, gamabunta using water techniques and luffys in trouble. or what if naruto discovered luffys weakness and decides to take the fight on water(wich all ninjas are capable of) luffy=doomed.
you said how luffy could dodge/tank most of narutos attacks but didnt take notice to how naruto can do the same in return. naruto can dodge at the last second with his sage mode so jet pistol which is very fast will probably be the only thing to hit him if naruto was distracted and wasnt "anticipating" danger like what sage mode offers. gear 3rd is too big to be missed so thats out the equation. red hawk looks like an attack that takes longer to charge up, therefor : dodge-able. what else...haki colour of the conquering or whatever its called. if it couldnt work on hodi than it wont work on naruto.

here luffy takes steps to go "red hawk" . first is the usual pullback, then its the haki armour, then its luffy pumping blood which in effect makes his whole arm boil(this is the charging part) , and then the supper fast punch. now hodi was an imbecil and didnt bother to even move out of range while seeing it coming.

it wasnt as fast as his normal gear 2nd jet pistol. if theres enough time for hody to make a speech about it then surely theres enough time to make a dodge or atleast anticipate the attack and form a counter in mind.
